21 May 2010 - 7:39New edits to the by-laws for this Sunday’s Members’ meeting

A letter to Resurrection members from the People’s Warden, Joannella Morales:
Dear Resurrection Members,

Last week we sent you a copy of the proposed revisions to the church by-laws and asked for your comment.   We asked and we received.  We received one comment regarding Sections 9.6A and 9.6B regarding mid-year changes to the budget.  The commentator, drawing on his extensive professional experience overseeing government program related budgets, believed that the original proposal was too restrictive to be helpful or workable.
The Parish Council discussed the matter and decided to revise the original proposal in light of the comment.  Below is a copy of the new proposed by-law provision.  We’ll explain this in greater detail at the meeting before voting on it, but want to give you the opportunity to see the revision beforehand.

New proposed language:
Section 9.6A. The Parish Council (or, subject to the approval of the Parish Council, the Stewardship Committee) may make expenditures and investments which exceed amounts approved in the Annual Budget last approved by the Members (a “Non-Budgeted Expenditure”) if (1) such Non-Budgeted Expenditure is consistent with the mission of the Church as set forth in Section 1.15 and the Governing Theological Principles, (2) such Non-Budgeted Expenditure would represent no more than a 5% increase to the Annual Budget last approved by the Members, (3) the aggregate amount of all Non-Budgeted Expenditures made to date during the applicable Fiscal Year, including the Non-Budgeted Expenditure in question, would represent no more than a 5% increase to the Annual Budget last approved by the Members, and (4) the Parish Council reasonably believes that such Non-Budgeted Expenditure does not pose a material risk to the ongoing financial viability of the Church.  The Parish Council may use funds from any financial account in which funds of the Church are held, including the Church’s savings account(s), to make any such Non-Budgeted Expenditure.

Section 9.6B. The Parish Council (or, subject to the approval of the Parish Council, the Stewardship Committee) may reallocate funds from one line item within the Annual Budget to another line item within the Annual Budget, so long as (1) such reallocation is consistent with the mission of the Church as set forth in Section 1.15 and the Governing Theological Principles, and (2) the Parish Council reasonably believes that such reallocation does not pose a material risk to the ongoing financial viability of the Church.

In March, Dan Claire participated in the inaugural meeting of the North American Network, intended to foster collaboration and partnership between missional urban churches within a wide array of denominations and traditions. About 120 leaders attended this three-day conference in Miami, which featured talks by Dr. Tim Keller and panel discussions on strategy, worship and spiritual vitality. Three of the presentations during the conference area available online at Redeemer City to City.

Resurrection’s vision for metro Washington is a spiritual ecosystem in which many church planting movements from different traditions are working alongside one another in harmony. Dr. Keller’s presentation on Gospel Ecosystems at the NAN conference is a terrific picture of what this might look like. Listen to it as a podcast or read our one page synopsis.

The Rev. Dan Claire served today as Guest Chaplain for the United States House of Representatives. He opened today’s session with the following prayer:

Blessed is the nation whose God is the Lord. (Ps. 33:12)

Almighty God, we praise you for our creation, preservation, and all the blessings of life; but above all, for your immeasurable love in redemption, by your Light that has come into the world.

We await that promised day when there will be no more death or misery, injustice or oppression. Until then, guide our nation in paths of righteousness for your name’s sake, and forgive our trespasses, as we forgive those who trespass against us.

Direct and prosper the work of this body, that they may ordain for our governance only those things as will please you and further the welfare of all people.

Bestow upon every person here, in both their public and private lives, your amazing grace, that they might abound in every good work.

To you be all praise and honor, glory and power, now and forever. AMEN.
